David has been adviser on local government and local growth to two secretaries of state; he has advised and supported successive leaders at Kent County Council, both locally and in their national capacities, shaping policy and public service delivery.
As director of both the Thames Estuary Growth Board and the South East Local Enterprise Partnership, David has been at the forefront of spatial growth delivery, working across councils and businesses to deliver investment and economic development at scale.
In addition, David has supported the delivery of major national policy papers and has published research on the role of anchor businesses in economic growth, entrepreneurship and inward investment. He was previously shortlisted for the Guardian/Civil Service College national essay prize.
Through Quintain Consulting, David has the flexibility to deliver projects independently and working with expert associates across areas including local growth, inward investment, housing, logistics, communications and engagement.
